How to turn off 2factor

So, per the online help to turn off two factor i should be able to go to the admin panel, then security and from there see the two factor authentication...

However I keep ending up at the manage users (in that the Security item has a partial square with an arrow in top right corner and seems to be redirecting me to user panel).
