You are seeing this because of the new experiment that has been rolled out since last week, where users will see 'Add mentions' bar in the comment field recommending user mentions. This experiment aims to increase mention usage in comments and make the process of mentioning people easier by providing recommended mentions.
If you do not wish to see the add mentions, you can contact Atlassian Support and they will assist in disabling it.

Once again...please consider including the ability for customers to disable such features at a site level, even for experiments, as soon as they are introduced. Such changes are often disruptive, taking up valuable screen space, causing confusion from just-in-time changes to the UX that impact customers' flow, and creating work for both Jira Site Admins and Atlassian Support to explain / disable them.
As an additional benefit, including the disable at the time of the release will help build / maintain trust with customers.

this is a stupid "feature"; again working on something nobody cares about or asked or needs.
at the very least, include a small "x" to close the (99% useless and wrong) suggestion bar, and maybe a popup to never ever see it again.
otherwise, your "quantitative" data and stats will not show you that we don't want it. and you will assume we like it because the only way to make it disappear is to accept the suggestion and then delete the mention

Its quite shocking that you test in live systems then just. admit to it with a shoulder shrug approach when you're pulled up over it!

It's extremely annoying. Only a single row is visible for comment, and the textarea for comment cannot be resized. More distractions are never good.
