How to unlock Epic link in jira cloud

 Modify ticket creation workflow such that new bugs/user-story can't be created without specifying Epic in the epic field

I assume you are using Company Managed Projects since you are referencing epic link. You can add a Validator with field required on the create transition. Note you will want a different workflow for Story/Task as you don't want to require epic link on Epic or Sub-task issue type since it doesn't apply to either of those.

You can add a validator at creation for the bug/story workflow.  

You will need to use the fields required validator.
