I have an issue type and it’s associated with project A and workflow A. Is it possible to use the same issue type in project B and associate it with a different workflow B?
I am trying to see if this can be achieved without creating a new Issue Type.
If users have access to projects with different workflows for the same issue types you can cause confusion when they don't get the same workflow.

You can map different workflows for same issueType across different projects. Because projects follow workflow scheme and in that workflow scheme you can map project specific workflow for the same issueType across various projects.

Projects -> workflow schemes -> mapping of workflow with issueTypes
thus the same issueType can have different workflows across different workflows schemes that are mapped to different projects.
