When adding a link to an issue that belongs to a separate Jira instance in the Description field of a Jira ticket the system implies that previewing of the ticket is possible if the appropriate access is configured.
What needs to be configured to achieve this?

I am not sure what your actual question is here. Indeed, as the screenshot says - you need access to the ticket in the other Jira instance in order to be able to preview the issue in this instance.
The message refers to Jira's smart links, where you have the possibility to view additional information of a url in a rich preview. From the url, it seems that this specific url points to a service desk ticket, which by default is restricted for viewing to only the person who created the issue originally, the people it is shared with or the internal helpdesk people managing it. Because of that, granting access to it may not be a realistic scenario. Nevertheless, clicking the link should still redirect you to the issue, where you will be able to see it (if you are the reporter or a participant on the issue)
