I can't find the test option for testing the new configuration. Any help?

Unlike outgoing mail that has a Test link/button, for incoming mails, the only way to test is to send an email to the configured email address.
You may refer to Creating issues and comments from email for more info.
Try sending an email from your JIRA user account's email address, and ensure that you have the permission to create issues/add comments.
