Query where all the open issues are moved from Q4 2021 to Q1 2022

Do you mean issues created before Q4 2022 and still open in Q1 2022 ?
If so you can try something like this :
created >= "2021/10/01" and created <= "2021/12/31" and status was open AFTER ("2021/12/31")
