This does sound like a permission issue. Could you ask your JIRA Admin to check whether you have the "Edit issue" project permission in that project?

It probably is not the "edit" rights, but it's still the right idea - check the workflow to see what conditions there are on transitions out of "to do" - the most likely explanation is that your account does not match any conditions.
