I have admin access but i am unable to create issue in project

To create an issue in the respective project you need to have create issue permission for that project.

Could you please share the screenshot of the error.

Admin rights gives you admin rights, not project rights.

You need to check the project's permission scheme to see how to get yourself added to a role or group that has "create issue" in there.

By admin access do you mean jira admin or project admin?

Also please check your permission scheme to check if you have create issues permission.

If that is fine, check your workflow for any validators in place.
