I am not able to see "Add incoming mail handler" button in the settings

I am not able to see "Add incoming mail handler" button in the JIRA Cloud settings.

I am site admin.

What could be possible reason? and how can I add incoming email handler?

This is a bug which started on Thursday according to Atlassian support.
