I have exported the csv from a project, edited a few things under Summary and tried to import it back to the same project. But now, its not getting imported due to this error. @Trudy Claspill Could you please help?

If you're trying to change some fields in Jira using the CSV importer, then I would suggest that you only use columns that you want to alter. For example, if you're altering the summary field, then in your CSV include only the summary, issue key columns
The issue key column is there to let Jira know where this update is supposed to take place. The fields that will be mapped during configuration with the CSV importer are what will be altered. However, back to your initial question, the reason for the error is that Jira can't create those users because they are referenced with an accountId rather than an email address

Are you trying to update the issues that exist in the project already or create new ones?
If you are trying to update existing ones, which fields are you trying to update?
What fields are you including in the CSV?
To which Jira fields did you map each field from your CSV?

I would recommend you reach out to your org admin if you are not one. However if you are then you can lookup if those two users have accounts in your system. If they do not you would need to make them accounts before doing the CSV import, which is most likely the cause for the error
