I am unable to assign issues to any of my users.

I went to assign issues to individuals on my users list and it is showing their names are not found.  I was able to assign issues to them last week, but not today.  I can only assign to a couple of other administrators but not all administrators.  Had another administrator try to assign issues and she is having the same problem.  Have rebooted my system and changed browsers and still no luck.  How can I fix this?

any chance that the permission scheme of the project had been changed (especially if there had been a change to the Assignable user permission)
