I noticed today that I don't have an "Edit" choice under the comments of other users in our Jira Software Cloud.
I'm an org and site admin.
Any idea why this would have changed recently?
can you go to project settings > permissions and check Edit all comments

Hi,
You can go to the Project > Project Settings > Permission and under there, there is a certain permission for "Edit All Comments". You have to add your group, user, Role whatever to that permission to be able to edit other user's comments.
There is also Edit Own Comments, Delete Own Comments etc.
