I can no longer search text in short text fields. Why is this?

Created custom field of short text (single line) and can not search for text within them.  Why is this?  The ~ doesn't work.

I have not experienced this can you please provide details, example, screenshots, etc. It might be a bug that needs to be reported but before we go there lets troubleshoot.
