Hi Srinaveen - Welcome to the Atlassian Community!

There is an open request that you might want to vote for and follow for permissions to create boards, but right now there is not a specific one.

Click in the main Search box in the upper right of the top navigation bar. 

Then at the very bottom you should see a link for Boards next to the Go to all: label. 

There you can click on the Create board button.

Hi @Srinaveen and welcome to the community!

There is no specific permission connected to create boards so you should be able to do it.

In the left menu you should be able to see the name of the board you are currently using, If you click on the name and scroll down to the bottom of the list you should find "Create board"

Choose the type of board you want to create (Kanban or Scrum)

I understand that you are working in a Jira Server environment and I am sorry I cant provide any screenshots since I only have access to Jira Cloud.

If I am mistaken and you work in Cloud you just click on the "+" next to the project name and choose what type of board you want to create.

So there is no 'Create board' button for you at https://YOUR_BASEURL/secure/ManageRapidViews.jspa?

Is your user granted a Jira Software license through 'Application access'?
