I am reviewing the general permissions menu and I see that some permissions are not assigned to any users. So, I am wondering how can I assign them to users/user groups? There is no any place to click or an option to add users/user groups, so how?
I am the Jira and organization admin.

You have tagged your post to indicate you are using the Free subscription.
With the Free subscription you can't customize the Permissions. Refer to this article:

I was addressing permissions at the project level, while you are looking at the Global Permissions.
@Alessandro Cuccaro [ServiceRocket] 's response is correct.
The Global Permissions are assigned only to User Groups, not to individual users.
At the bottom of the screen you will see a place where you can specify an available permission and specify a User Group that should be granted that permission.
And you can revoke a permission by clicking the Delete option below that group in the upper section of the page.

If you scroll to the bottom of the page, you can see the "Grant Permission" section, where you can select the permissions, and assign the permission to a specific group.
The same procedure also applies to the Project Roles.
Here is a screenshot that shows the "Grant Permission" section at the bottom of the page.
