I can't seem to change fields in active projects where we had a drop-down lists setup

I can't seem to change fields in active projects where we had a drop-down lists setup. The cursor just shows in the field but no options come up and I can't overwrite it either

This one will be a bit fun to figure out since several different things could be your issue; if you arent an Admin you will need one to do a few of these steps. 

1. Verify your permissions scheme for the project allows you to edit the field. 

2. Verify that the custom field still has values in it and that nothing in its configuration changed.

3. Try from a different browser, just to rule it out...Ive had a Google Chrome update result in some odd Jira behavior before.

3.  Check to ensure the field is added to the Edit, View, Create screens for that project. In the past I have seen a ticket get moved to a different project and it retains values for fields not in the new projects schema which prevented us from doing anything with the field.

It seems to be mainly 1 field I can't make changes. I'm ok on other drop down lists
