Have you verified that the individuals you are trying to mention have access permissions to the project, either as an agent or collaborator.

Yes, all of them have access permissions to the project. I even can not @the person who comment in the same ticket just now .

Can you give us a few more details? Are you using Server or Cloud? 

What type of project is it - Service Desk, Next-gen, Classic, Business?

Are you not able to @ anyone? Or just certain people?
