Hello,
I just migrated from Jira Server to Jira Cloud and I cannot see all boards or create new boards on any project. I am the SITE ADMIN and I am part of the administrators group. I also added myself to the Administrator role on a few projects. These are Software projects, some Kanban, some Scrum.
Can someone help?

Hello,
Are you sure that your user has Jira Software license? Go to user management, find your user. Go to show details and make sure that your user has access to Jira software.
Also go to Products -> Products Access and make sure that you confirmed groups for each product.

My other colleagues from the administrators group can create additional boards, but I can't. The only difference between my account and theirs is that I created the Jira Cloud instance.

The only reason that you can not create boards is that you do not have a Jira Software license. You should have a look at it in the user management. If you have a Jira Software license, then you can file a ticket to Atlassian support:
