we are using Jira free plan and it is working quite well for us.
Is it possible that Atlassian support set admin rights to some other existing Jira user?

No, they dont do that.
if you lost access you can raise a request for them and they will help you.

Thank you very much for your fast reply. Are you referring to support.atlassian.com page, or some other way. On support.atlassian.com page, when I have entered my Jira URL, it seemed that I have only option to write to my site admin or write to community. Is there any other way?
