I am an admin for JIRA Agile and i do not have permission to see them or add dashboards.

I added browse projects to my role and it started working.

Administration rights give you administration rights.

Permission to see and use things are granted via permissions for those things, not just because you are an administrator.

As an administrator, you need to add yourself to the relevant roles (or groups) in the projects you are interested in, then you'll be able to use them.
