Where are you looking?  In the actions menu? 

Can you check that the permissions helper can confirm you have move permission?

Check the workflow  "Conditions" or Validator". That might restrict your access if it has setup in your project workflow.

The "move" function is not part of the workflow.  Conditions don't apply (and validators happen during a transition, they don't hide it from you)
