after raising the issue if I want to edit the raise I unable edit it shows you don't have permission actually I have

First of all you need Admin rights to edit permissions or reach out to your admin.
The issue is because of "Permissions" and can check From "Project settings -> Permissions".
One of the easiest way to check and resolve the issue by using the "Permission helper" that was provided by Atlassian.
