I will have 5 JIRA Software users but only 2 will need access to the Portfolio add-on. I don't see a way to revoke only the Portfolio add-on for the 3 that don't need it.
It should be easy as Portfolio permissions override GLobal JIRA permissions, thus grant the 2 users access to the portfolio globally and that should do the trick though individual portfolio plan access can also be configured easily.
