Hi, I currently have Admin access to our Jira Cloud instance but I am unable to delete another users Task they have created in a project. When I try it asks me to email the Admin and that email then gets sent to me.
What updates to my access is required so that I can delete anyone's Tasks across any project in our instance?

Issue deletion rights is controlled at a project level, in the project permissions. Go into them and add yourself (ideally, do it by project role though). Admin rights means admin, not "can do anything".
However, think very very carefully before allowing anyone to delete issues. Deletion destroys them and all their history, and there's no way to get them back without restoring backups. Most Jira admins regret allowing delete, very quickly.
Hello @Craig Barrett you should check the permission scheme and see who can delete issues. This could change from project to project. I recommend that you assign a role to have such permissions and you add whoever is needed there. try to avoid adding users to the permission scheme
