You can create a Version Picker custom field to have a field with the same behavior as the system Fix Version/s field.

Unfortunately, you can not configure the field to display only the unreleased versions, however, you can order the field to display the unreleased versions first in the list by navigating to the custom field page > Click configure in the custom field and clicking on the Edit Version Order.
