I have created a filter titled If a user has started ito in the search box but when I select this filter it does not show some of the ito that started

Could it be Jira's problem?

I am sorry, but I am struggling to understand the question. 

I can see you have a filter saved, and I think your user is typing the name of it into the search and selecting the filter, but I do not understand "it does not show some of the ito that started"

Could you explain this more?
