I have installed 8.13 Jira version recently, Now the users are not able to login. It throws Captcha error .

What can be the issue. Is there any folder in Linux server where we have permissions issue?

welcome! I can see Brant has already given some good advice.

Adding to that you could have a look into relevant log-files (first of all atlassian-jira-security.log) - to be found on your server's Jira home directory.

Are users automatically getting the captcha or are they failing to login and then it prompts like normal?  

Can anyone login?  What directory are the accounts you are using in?
