I created a custom field, linked it to the proper screen, and made it a required field in the Issues--> View Field Configuration page. It shows on the screen. However, it is now showing or acting like a required field on that screen.
Please advise as to what could be the issue.

That field configuration with issue type in "Field Configuration Scheme" ?
Associate that "Field Configuration scheme " to project ?

Just to be sure, your project is a classic one, not next-gen, right?
If so, can you check if the field configuration is active for the project - issue type combination.
