I have only three powerups

So, I'm trying out Trello on Nexus 4, Russian version. In each board I only have 3 powerups available, and app telling me, that more coming soon. To be more specific, I want to use card repeater, how do I get this powerup?

Your power ups will depend on the level of your Trello board.
