I have used JIRA before, I understand all of the limitations etc...no matter what letters, numbers, dashes / no dashes, combinations I've tired ...even different browsers I keep getting the same error message "you don't have permission to change the site name"
But I'm not changing the name ...I'm creating the first/ original name ...this is literally the second page after you create your password!
I've searched the boards but don't seem to see anyone else with this problem.

I can see that you already have a Cloud free site linked to your email, so I would like to confirm the steps you are following to create the new site.
When a site with the URL https://team-123456xxxxxxx.atlassian.net is created, there is an option to change the URL, but it’s not available for free sites, so an error appears informing about the permission.
Can you please open an incognito window and go to https://www.atlassian.com/try/cloud/signup?
Then, access your account with Google or email/password and after that, click on “Start a new site”. Add the details and click “Agree”.
If it doesn’t work, please, share with us a screenshot so we can better understand what is happening (just make sure to hide private information).

Any chance you could provide us with a screenshot of the error and where it shows up?
I don't see any open incidents on the statuspage so we'll see if we can escalate this to Atlassian.

Your site name must be 3 or more lowercase letters and/or numbers. Hyphens are ok if they’re in the middle.
