I'm going to use the free Jira version, where do I manage the 10 users?
Are these users accounted for by project or by email domain? (@company.com)

Hello @viniciusaall 

The 10 users apply to the Product (i.e. Jira Software) on your site. It is not per project nor per email domain.

You will invite users to your site, and manage their product access from https://admin.atlassian.com
