I'm trying to determine if Jira local server installed, supports creating a new branch in GitLab?

We have Jira running from a local server and want to know if it's possible to create new branches from Jira in GitLab. We are running version 8.20.10 

I see some support for an add on , but we can't use it since we aren't using the cloud version.

You do not need a plugin for that integration. 
Please check gitlab doc on that . Depending on your gitlab subscription tier, you will be able to see/create branches from jira (premium & silver tier)
