I need a particular user to only be able to view, edit, and comment on tickets with a particular custom field. The custom field is client.
I need the user to only see, edit and comment the tickets whose client is X client.
This takes place in Jira Service Desk.
Can this be done in Jira?

You can accomplish this using issue security and automation. The automation would change the issue security when the custom field is changed. Have a look at Configure issue security schemes for more information.
