I need to be able to access the "history" data for tickets in our project. I know that there is a REST API that will allow you to access this data. I do not know if you provide access to that API. If you , do , then I am requesting access. If not, I would like to request a Dump of this history data to a file for my use. I may need this monthly.

You don't need to request anything, the REST API is always available.  You'd know if it wasn't - a lot of stuff stops working if it is blocked.
