I'd question the "need" to do it. What are you going to do with thousands of issue records (which are potentially obsolete before you even finish the export)?

As @Joe Pitt says, you can't. You can may be try a workaround using some script and API and write the data into csv/xlsx file (possible with python/xlswriter/pandas...)
But the good question is what do you want to export so much data ? Did you look at the dashboard and gagdet to suit your requirement ?
