I need to know, how many hours were logged by an engineer during a set time.

I can't use assignee because the ticket assignee will get credit for all hours logged on the ticket.  I would like to break it down by each engineer and put it in a dashboard.

Unfortunately, Jira doesn't provide an ability to easily retrieve all the hours logged by a specific user or team. Your best call is checking the Atlassian Marketplace for Worklogs apps. They give you a nice, table view of hours logged that can be grouped by the person that logged the time, or any other criteria (issue type, project, etc.).
