I only want users to be notified via email when they are mentioned in a ticket

I am a jira administrator and can't seem to figure out how to turn off all notifications for some users except for "mentioned in" notifications.

Hey Shannon,

Your best bet would be to create a Notification Scheme for all of your projects, and then editing it to only send notifications on mentions.
