I want a rule when moving from TODO column to Inprogress column on Jira

I want a rule when moving from TODO column to IN PROGRESS column on Jira: If there is no numeric value in Dod, then the issue in TODO column will not be moved to IN PROGRESS.
Example: Dod "1 book" -> OK
Dod "book" -> Fail

If you have the ability to edit workflows you may want to consider adding a condition to the transition.

For example this condition is Story point estimate is greater than 0. So the story point estimate has to be greater than that to move the task.
