I am building a prototype to demonstrate on boarding and off boarding in Jira. I also want to be able to show my boss how to essentially flag violations and generate monthly reports so we can stay on type of any violations we come across. Thanks.

What exactly would you like to accomplish? What are some exact examples?
Essentially I was just wondering about how easy it would be to remove a employee's access from our database. We have a lot of crucial information that we have to protect and can't afford a user to still have access after being fired or quitting. How would that process be handled? We deal with insurance claims and need to constantly review and audit these claims. If there are any violations and we don't stay on top of them we can actually be fined. So my other questions is would there be a way of flagging and staying on top of any potential violations we may encounter.

You should be able to de-activate a user at any point. Just go to Settings > User Management. You have to have site-admin privileges to be able to do that.
