I want to develop and build Jira plugin using Jira Data Center

Hope you're doing well! I have a question: I'm working in a company that is a partner to Atlassian. We use Atlassian's products, and sometimes we're working on plugins for Jira, like building and customizing Jira, but we have a shortage in this part, and I need to participate in working on this thing. So, so my question is, "How can I start to perform something like that?" Also, I'll provide you with an example plugin is a Jira Data Center Plugin that syncs the users on Azure Active Directory (AAD) by fetching the users on the AAD and performing the required operations (Create, Edit, etc.) on Jira to get the matching set of users on Jira. The plugin functionality should be triggered by clicking on a button in Jira.
