I want to have a standard set of issues whenever I create a new project. Is this done programatically?

I'm under JIRA Cloud, and most of the projects we create have a standard set of technical requirements. Is it possible to automatically generate these when we create a project? Can this be done with coding?

I know there are plugins to accomplish this for JIRA Server. My quick search did not show me appropriate Cloud plugins.

For server, the obvious one is ScriptRunner, which can pick up the "project created" event in a listener.
