What you're looking at is Jira Cloud Migration Assistant (JCMA). According to the documentation, it is pre-installed on Jira 8.14 and later, but can be installed as an Atlassian Marketplace app on Jira 7.6.

1. As I am searching in search box "Jira Cloud Migration Assistant".. but no apps are coming

But it probably won't accept your version of Jira. You're going to have to upgrade it to a newer version. Because Server was EOL'd, you may have to make it a Data Center instance by installing a trial Data Center license, upgrading the version of Jira, and migrating to cloud. You should probably set up a plan first.
