How do I define certain fields as "required"/mandatory in order for he user to able to transition the issue to a new status.
Example: if the user wants to change the status of an issue to "Done" he won't be bake to do so before completing the "Log hours" field.

If you're a Jira admin, you can do so by using a workflow validator:
Please note this will only work if you're in a classic project and not in a next-gen one.

As of now, there isn't any satisfying workaround unfortunately. You can upvote the related feature request: As a user, I want to have the ability to customize required fields and add yourself as a watcher to be notified when it's released. Someone mentioned a workaround using automation rules in the comments, you can give it a try if you think it would suit your needs.
