Good to know that Ricksoft wbs plugin offers capabilities to define and maintain WBS and resource allocation. Will the plugin also provide capabilities for resource utilisation and capacity management?

I would add that the "license/pricing model for..." *all* Atlassian Marketplace apps is the same: Per user pricing according to the number of Jira users in the underlying Jira license.
This is an Atlassian Marketplace rule that applies to all apps sold on the marketplace.
Note that the app vendors take this into consideration when pricing their Jira apps. If, for example, all Jira users will not use the app, that is factored into the per user price.
