If a person is involved in Project but doesn't assign any task still the person able to do changes. how to restrict this kind of edit permission to the person

What type of changes does this person is able to perform?

As per my understanding your are looking to have a read-only user, so they can only access the tasks but not edit or change them, is that right?

Basically, you will be able to have a group to add users that you want to have only read-only permission, so they can see the tickets, but not modify them.

No, the person would not be able to do changes. To restrict edit permission to the person, you would need to assign them the Viewer role. Viewers can search through and view issues in your project, but they cannot make changes. They are not able to log their own work log entries, link any issue, log work on any issue, or transition any issue.
