My question is : If a sub-task has time logged against it, if it should can automatically be put into the "In Progress" state?

You'll need to find or write a listener to catch the "work logged" event and automatically transition the issue.

I think you're out of luck though - you can't install these on OnDemand and I don't think there's one on the list of approved plugins.
