Since the Jira license fees are on a per user basis, If we invite existing users of another Jira project into our project, do those users go into the license cost of both the projects?
Example:
Project 1 has User 15 users
Cost per user is $7/month
Total = 15*7=105/month
Project 2 has 12 users including user X
Cost per user is $7/month
Total = 15*7=105/month
If I invite user X into Project 1, do you bill project 1 at (16*7)=$112 now even though User X is already being billed to Project 2?
Costs are per instance not project. Once you are a user in the instance you can have access to any project you want. Controlled by permissions of course.
Sorry, I should have clarified, by project above, I did mean instances. So a user who is part of two instances, do I go into the billing count for each of the instances?

Yes sir. You pay for users per instance so you might consider combining.
