How to get permission to add user to watchers list

In jira should be able to add people in watchers-list and also CC field for Bugs.

is it possible to work on this? how it will work can you help me out on this.

If you add the 'Manage Watchers' permission within Permission schemes, you can add watchers on the story by clicking the number in the grey box in the watchers section.
