We connected our self-hosted GitLab and Jira using dvcs. We integrated Jira with GitLab using OAuth 2.0 and created a dvcs account "dvcs-acc-1" reflecting the corresponding GitLab group "gitlab-group-1" (and its repositories).
We observed that "dvcs-acc-1" will apply to all our Jira projects, so commits by "gitlab-group-1" using a Jira key ABC will show up in the dev panel of the corresponding Jira project ABC.

Processing issues with Smart Commits | Jira Software Data Center and Server 8.20 | Atlassian Documentation says that the committer's email address must match the email address of a single Jira Software user with permission to comment/transition/record time information on issues in that particular project.
So, my second question is answered: development panel information will show up whenever a Jira Key is used in GitLab. Smart commits depend on the user's permissions in Jira.
Hi @Barbara Busse Wondering if you ever found an answer to your questions. Does the link about Smar Commits in your comment above apply to GitLab? It only mentions GitHub. I'm setting up an integration and am wondering the same thing....
